The Rogun Hydropower Project is one of the most ambitious renewable energy infrastructure projects under construction anywhere in the world. Located on the Vakhsh River in Tajikistan, it involves the construction of a 335-metre-high rockfill dam with a clay core, set to become the tallest dam in the world.

The huge energy potential of the new dam will allow Tajikistan to become a regional reference point in the sectordoubling the current energy production of the nation, while contributing in a significant way to reducing the energy shortages that occur each year during the winter season.

Supported by international financial institutions, including the World Bank, the project represents one of Central Asia's most significant infrastructure investments in renewable energy generation and regional energy security.

In August 2026, the Rogun project reached a major milestone with the dam being raised to an elevation of 1,155 metres above sea level. This achievement will enable a 40-metre increase in reservoir level, resulting in higher electricity output from the two generating units already in operation.

The dam has exceeded 190 metres in height, moving steadily toward its final height of 335 metres, which will make it the world's tallest dam upon completion.

Rogun Project, the phased development approach

A distinguishing feature of the Rogun project is its phased development approach. The project foresaw an early generation phase, which has already been concluded, with the activation of the first two generating units, already producing electricity while the rest of the dam is being built. As the level of the water in the reservoir rises through successive construction stages, both the available water volume and hydraulic head increase, enabling greater power generation even before the project is completed.

Construction work on Lot 2, awarded to Webuild on behalf of OJSC Rogun HPP, is progressing according to schedule across multiple work fronts (also including: Raising the dam embankment, Foundation consolidation works, Construction of grouting galleries, Installation of the impermeable curtain system). 

Once completed, the plant will have 6 turbines of 600 MW each with a total installed capacity of 3,600 MW (the equivalent of three nuclear power plants).

During the initial phases, the project foresaw diverting the Vakhsh River into two diversion tunnels built underground, in order to keep the foundations of the dam dry.  A very complex task that, because of the strength of the river, was only be able to be done during the winter months when the mountains are covered in snow and the water level is lower.

Rogun Project, the benefits

The Rogun hydropower project is far more than a power plant. It is a strategic infrastructure asset designed to improve Tajikistan's energy security while supporting its economic growth. 

The project's vast hydropower potential will enable Tajikistan to become a leading player in the regional energy sector, helping reduce the recurring power shortages. 

The additional clean energy generated will support industrial development and economic diversification, while creating opportunities for electricity exports to neighbouring countries including Kyrgyzstan, Afghanistan and Pakistan

The project is therefore expected to play a strategic role in advancing the energy transition across Central Asia.

Benefits Already Being Delivered

The commissioning of the first two turbines has already enabled the generation of renewable energy, contributing to a steady increase in electricity availability for households, businesses, and infrastructure across the country. At the same time, the project is strengthening the national energy system by reducing reliance on external energy sources and enhancing the overall reliability of the power grid.

The initiative is also creating lasting value through the development of highly specialized expertise and the creation of skilled employment opportunities. The construction and operation of an infrastructure of this scale provides a significant platform for professional growth, technological advancement, and long-term capacity building within the energy sector.

Expected Benefits Upon Completion

Once fully operational, the plant will double Tajikistan’s national electricity generation capacity, making a strategic contribution to the country’s energy transition and long-term development. Its installed capacity will generate renewable energy equivalent to the output of approximately three nuclear reactors, without the direct emissions associated with electricity generation, while providing clean and reliable power for around 10 million people.

The project will also represent a major step toward national energy independence and further strengthen Tajikistan’s role as a regional energy exporter. By increasing the availability of clean energy, the country will be well positioned to expand electricity exports to neighboring Central Asian markets, supporting regional energy security and sustainable economic growth.
