The Pape Tunnel and Underground Stations (PTUS) project is one of the most complex and strategic contracts of the future Ontario Line, the new metro line set to transform Toronto’s mobility system. The project includes the construction of approximately 3 km of twin tunnels, two new underground stations, Pape and Cosburn, two access portals, and facilities dedicated to safety and emergency management. 

In particular, the project will enable the integration of the future Ontario Line with Toronto Transit Commission (TTC) Line 2, improving accessibility and connectivity across the city’s public transportation network. 

Webuild is delivering the project as leader of the Pape North Connect consortium, established together with the Spanish company FCC, and is responsible for both the design and construction of the works. 

The engineering challenge beneath the heart of Toronto 

The project's main challenge is concentrated around Pape Station, where the future Ontario Line must be integrated with the existing Line 2 without disrupting a service used daily by thousands of passengers. The new tunnels will also pass through one of the city’s most densely populated urban areas, characterized by residential buildings, commercial activities, utilities and existing infrastructure, all of which require exceptionally high levels of control and construction precision. Working beneath an existing infrastructure while keeping it fully operational requires an approach comparable to precision surgery. Every construction phase is supported by advanced monitoring systems, structural reinforcement measures, geotechnical controls and continuous coordination with the network operator. 

The innovation of the Progressive Design-Build model 

A distinguishing feature of the project is the adoption of the Progressive Design-Build (PDB) model, a collaborative approach that brings together the client, designers, contractors and local stakeholders from the earliest stages of development. Unlike the traditional sequential process of design followed by construction, the PDB model promotes the early sharing of design decisions, helps anticipate risks, faster decision-making processes and more effective integration of the project into the urban environment, contributing to smoother project delivery and a better fit within the surrounding cityscape

Ontario Line: the line reshaping mobility in Toronto 

Set to permanently transform the geography of urban mobility, the Ontario Line is one of the most significant infrastructure projects for the future of Toronto and its transportation network. To understand the significance of the Ontario Line, it is important to start with one fact: Toronto has not built a new subway line through its downtown core in more than 60 years. The line will run across Toronto for 15.6 kilometres, connecting Line 5 Eglinton to Exhibition Place through 15 stations and more than 40 connections to regional rail networks, subway lines, streetcars and bus services. Once operational, the line will enable passengers to travel from end to end in less than 30 minutes, cutting current public transit travel times.

Webuild's role in the Ontario Line 

Within this transformative project, Webuild is involved in two contracts that contribute to the project’s development: the Pape Tunnel and Underground Stations (PTUS) and the Rolling Stock, Systems, Operations and Maintenance (RSSOM). 

The Group is taking part in the construction of the physical infrastructure as well as the development of the technological system that will manage the line's operation.

Ontario Line: a sustainable investment in Toronto’s future 

Once completed, the line is expected to serve approximately 388,000 boardings per day, significantly reducing dependence on private vehicles. Forecasts indicate a reduction of up to 28,000 car trips every day, resulting in annual fuel savings of more than 7.2 million litres. 

Trains will be equipped with regenerative braking systems, capable of recovering energy during deceleration, while the operations and maintenance facility has been designed to achieve LEED Silver certification, one of the leading international standards for sustainable and energy-efficient buildings. The impact will be particularly significant in terms of urban accessibility. 

Approximately 227,500 more residents will have a station within a 10-minute walk of their homes, while as many as 57,000 additional jobs will become accessible within 45 minutes by public transit. In a metropolitan area whose population and economy is still growing, the Ontario Line represents a strategic infrastructure investment supporting productivity, social inclusion and international competitiveness.
